The Trust is a statutory authority established
in 1989 set up to
"improve the social, economic and environmental
well-being of the catchment community by providing protection from
flooding and trunk drainage surcharge, and enhancing streams and
stream banks, through the development of high technical standards,
community support and co-operation with other agencies."
The Board of Trustees
meet regularly to set policy, review progress and to provide broad
direction for the Trust's overall activities. The Trustees include
two people are nominated by each local council, the Minister for
Land and Water Conservation and by the Minister for the Environment.
Trust operations are undertaken by a staff
of eight. Consultants are used for detailed work and construction.

The Trust's Corporate Objectives, crucial to successfully
fulfilling it's mission, are to:

ensure that a flood mitigation and trunk drainage
infrastructure is in place to service and protect the community,
having regard to the impact on existing and future catchment
conditions, public safety and the natural environment

ensure that new development do not increase potential
flood losses or damage the environment, by co-ordinating and
providing technical support for uniform catchment-wide planning
and development controls
-
ensure proper maintenance, repair and enhancement
of the stream, trunk drainage and flood mitigation system for
optimum performance, safety and amenity
-
promote, protect and enhance the environmental
and recreational values of streams and streambanks, in partnership
with all levels of government and the community
-
build community support for the Trust's objectives
by providing advice, information, literature and opportunities
for effective community participation in it's activities
-
ensure the effective and efficient deployment
of the Trust's corporate resources - human, financial, physical
and information
