Summary
Toongabbie Creek, from Powers Road, Seven Hills, to
the upstream end of the McCoy Park basin, runs through private properties
owned by Transfield, the NSW Waste Services and a smaller property
occupied by six strata factory units. This section of creek used
to be overgrown and had severely-eroded banks. In the late 1980's,
Transfields spent $200,000 trying to prevent one of their buildings
being undermined by bank erosion.
A new creek channel with 100-year flood capacity and
a curved alignment was designed by consultants in 1991 under the
supervision of a steering committee comprising representatives of
the Trust, Blacktown City Council and the property owners. With
the owners' prior approval, the works were funded by the Trust raising
flood mitigation service charges on the three benefiting properties
totalling $800,000. This covered all design, construction and supervision
costs. After the work was completed, the property boundaries were
aligned to the centreline of the new channel and an easement over
the new channel created in favour of Blacktown City Council, which
will maintain the channel.
